i'd like to add, 10 years later (holy hell time flies), that i never claimed to have drawn or painted this, and accordingly posted it under digital art > photomanipulation. as others have suggested i'm pretty sure i did a basic cutout filter and maybe a few other basic things, but please judge the end product. i only posted this because i thought it looked cool after i altered it a bit. if you liked this, thank you so much, and if not, that's fine too... :)

Afraid not, it's called a cutout filter. It's a really hated digital procedure by a lot of people who actually put some hard work in their art.

Here's how oyu do it - you popen an original picture in Photoshop, go to filter -> artistic -> cutout, and adjust the leves (not necessary though). This picture was possibly done in under one minute within 3 clicks, not over reacting.

Hendrix rocks, yes. This does look like it's just a cutout filter though, possibly stacked with a gaussian blur before to make some of the edges more rounded.
